Bootstraping libraries on Windows

How about replacing the unix-based scripts with some precompiled Java code instead? Depending on bash and curl on Windows atleast is a bit of hassle (or do we need to include VBScripts)?

Which reminds me, will all these scripts be replaced by sbt (which I guess isn't yet ready)?

If you are referring to sbt, you may want to checkout https://github.com/sbt/sbt-windows-install. I'm not sure what state its in but its a step in that direction.
