ScalaSTM 0.3 released, including 2.9.0.RC1 support

ScalaSTM 0.3 has now been released, and I've deployed it to scala-tools.
It includes timeouts for the retry mechanism, some bug fixes, and is
prepackaged for 2.8.1 and 2.9.0.RC1.
